Relevant units:

In order to thoroughly implement the relevant decisions and arrangements of the Party Central Committee, the State Council, the municipal Party committee and the municipal government on strengthening basic research work and strengthening the project management of Chongqing Natural Science Foundation, according to the relevant provisions of Chongqing scientific research project management measures (No. 11 [2019] of Chongqing Science Bureau) and Chongqing Natural Science Foundation project implementation measures (Trial Implementation) (No. 111 [2018] of Chongqing Science Committee), the project management of Chongqing Natural Science Foundation is carried out, Combined with the annual work arrangement, the project organization and application work of Chongqing Natural Science Foundation in 2021 is started. The relevant matters are hereby notified as follows:

1、 Connotation orientation

As an important part of the city's science and technology planning system, NSFC projects mainly focus on basic, strategic and forward-looking scientific issues in the city's economic and social development, and support scientific researchers to carry out basic research, applied basic research and frontier exploration.

2、 Project type

In 2021, the Municipal Natural Science Foundation projects will be accepted and applied for general projects, Postdoctoral Science Foundation projects, outstanding youth science foundation projects and innovative research group projects.

3、 Declaration requirements

（1） Unit and personal information registration. The project supporting units, project leaders and project team members shall register in the "Chongqing Science and technology management information system" in advance, and meet the relevant requirements of social credit rating and scientific research credit rating.

（2） Requirements of project supporting units. The project supporting unit shall be an enterprise, institution or other organization established, registered and with independent legal personality in Chongqing Administrative Region.

（3） Requirements of project leader and participants. The total number of project leaders applying to preside over projects and projects under research shall not exceed one; The project participants shall participate in no more than 2 projects under application and research.

（4） Project applicants must carefully read the "guidelines for application of Chongqing Natural Science Foundation projects in 2021" (Annex 1), and the project name should meet the positioning requirements of basic scientific research. Project research should pay attention to the quality, contribution and influence of landmark achievements. Projects involving human research and experimental animals should strictly comply with the requirements of scientific ethics, experimental animals, human genetic resources management and other relevant regulations.

（5） Research integrity commitment. The project leader and the project supporting unit shall issue a "letter of commitment for scientific research integrity", which shall be uploaded as an attachment after being sealed, and the commitment items shall be included in the scientific research credit management.

（6） Cooperation agreement. If there are multiple units participating in the project application, the participating units should sign the "cooperation agreement on scientific research projects" and upload it as an attachment after signing.

（7） It is not supported to apply to different institutions for projects with the same or basically the same research content in the name of the same applicant or different applicants.

（8） If any violation of rules and regulations is found in the process of project declaration, it can be reported in real name to the discipline inspection and supervision group of the Municipal Commission for Discipline Inspection in the Municipal Bureau of science and technology or the Discipline Inspection Commission of the Municipal Bureau of science and technology.

4、 Declaration method

The application projects in 2021 are all applied online through "Chongqing Science and technology management information system - scientific research project subsystem".

（1） Application submitted. The project leader shall submit the project declaration to the project supporting unit for review after completing the online filling and careful inspection and confirmation.

（2） Unit audit. The project supporting unit shall review the application qualification of the project leader and the project participants and the authenticity and integrity of the application form, and submit the qualified application form to "Chongqing Science and technology management information system - scientific research project subsystem".

（3） Submit confirmation. The project declaration shall be submitted online, and the relevant attachment materials shall be uploaded in PDF format after being signed and sealed, and the operation shall be conducted according to the process of "submission by project leader review by project supporting unit submission by project supporting unit". The person in charge of the project and the project supporting unit are requested to fill in the application form truthfully according to the online declaration system prompts, and be sure to check and confirm the relevant information before submission. Once the project supporting unit confirms and formally submits, it will not be modified or returned.

（4） Implement "paperless" project declaration. When applying for a project, you only need to confirm and submit the electronic application form and relevant application materials online, and do not need to submit the paper application materials; After the project is approved, the person in charge of the project shall submit the electronic version of the assignment online; All the materials related to the signature and seal of the project are uploaded to the system as attachment materials in the form of electronic scanning.

（5） Scientific research integrity management. The signature and seal involved in the project declaration must be true and complete, otherwise it will be regarded as invalid declaration and will not enter the project approval process. The authenticity of signature and seal will be included in scientific research integrity management.

5、 Time limit for declaration

System declaration time: 09:00, April 6, 2021 to 16:00, April 30, 2021. In order to avoid the network congestion caused by centralized declaration on the deadline, the project applicant and the project supporting unit should arrange the submission time properly to ensure the smooth submission of the project.

6、 Notes

（1） General projects, postdoctoral projects and outstanding youth projects implement the "contract system" for the use of project funds, and there is no need to prepare the project budget. The project leader must submit the letter of commitment for the "contract system" for the use of project funds (Annex 5).

（2） In 2019 and 2020, the applicants who applied for the general projects of the Municipal Natural Science Foundation for two consecutive years and failed to get the funding will suspend applying for the general projects this year.
