Chapter IV nomination and acceptance

Article 51 The Municipal Science and Technology Award Office shall be responsible for the form review of nomination materials, and those who are qualified in the examination (including the qualified ones for correction) shall be accepted.

Chapter V review

Article 52 the evaluation procedures for outstanding contribution award of science and technology and international scientific and Technological Cooperation Award: nomination, form review, candidate (Organization) publicity and objection acceptance, special review, comprehensive review of review committee, publicity of review results and acceptance of objections, consideration of Award Committee and application to municipal government for approval.

Article 53 the evaluation procedures for Natural Science Award, Technology Invention Award, science and Technology Progress Award and enterprise technological innovation award: nomination, form review, nomination material publicity and objection acceptance, discipline (Professional) group review, comprehensive review of review committee, publicity of review results and acceptance of differences, review by Reward Committee and approval of municipal government.

Article 54 the discipline (Professional) group shall be evaluated by network and meeting. The evaluation shall be conducted by combining quantitative and qualitative methods to evaluate the benefits and technical contents of the nominated results.

Article 55 in order to protect the legitimate rights and interests of candidates (organizations), achievement implementers and completion units, a certain proportion of experts from the same industry outside the city shall be invited to conduct the review, and the supervision committee shall supervise the whole process of the review.

Article 56 the rules for the evaluation and voting of Municipal Science and technology awards are as follows:

（1） The discipline (Professional) group review of Natural Science Award, Technology Invention Award, science and Technology Progress Award and enterprise technology innovation award is conducted in two stages: network review and conference review, and the results are generated by combining the registered score and voting.

In the network review, the results (enterprises) that have to score more than 60 and have one-half or more experts' consent vote shall be passed.

In the review of the meeting, the enterprises of Natural Science Award, Technology Invention Award, science and technology progress award second and third prize achievement and enterprise technology innovation award shall obtain the consent of one-half or more experts to attend the meeting to pass the meeting, and the ranking shall be conducted according to the score level; The results of the first prize of Natural Science Award, Technology Invention Award and science and technology progress award shall be approved by two thirds or more experts attending the meeting, and the results shall be produced according to the proportion of 1:1.2 of the proposed awards.

（2） Candidates (organizations) of the outstanding contribution award for science and technology and International Cooperation Award of science and Technology (Organization) shall obtain the approval vote of two thirds or more experts attending the meeting if the results of the evaluation are produced by voting.

（3） The comprehensive evaluation shall be conducted in the form of meeting. Candidates (organizations) of the outstanding contribution award for science and technology, candidates (organizations) of international science and Technology Cooperation Award and Natural Science Award, Technology Invention Award and first prize of science and technology progress award shall be subject to on-site defense. The review committee shall produce the evaluation results by secret ballot, and shall be approved by two thirds or more members present.

The first prize results (no prize types) with the first prize of the natural science award, Technology Invention Award and science and technology progress award are produced. The first prize proposed achievement (no prize type) with the approval vote of more than 90% may be regarded as the special prize preparation result after the member of the Committee votes again. After the special prize is produced, the first prize index can be added in the first prize winning results in the proportion of 1:2, and the evaluation results will produce the supplementary results.

（4） The Award Committee shall approve the results of the review by meeting, and only two thirds or more members present at the meeting agree to approve the results.

Article 57 the system of withdrawal shall be adopted in the evaluation of Municipal Science and technology awards, and the experts who are interested in the candidates, candidate units or achievements to be evaluated shall avoid.

Article 58 The Municipal Office for science and technology award shall publicize the list of the proposed awards on the website of Chongqing major news media and Municipal Bureau of science and technology, with the publicity time of one month.

Chapter VI handling of objections

Article 59 Any unit or individual who has any objection to the candidates, candidate units and their achievements of the Municipal Science and technology award shall, within the public notice period, submit to the Municipal Office of science and technology award work, and shall not accept it within the time limit.

Article 60 the units and individuals who raise objections shall show their true identity and provide written objection materials and necessary supporting materials. If the individual disagrees, the real name shall be signed on the objection material, indicating the contact information; If the unit disagrees, it shall affix the official seal of the unit, indicating the contact person and contact information. Objections raised anonymously are not accepted.

The sixty-first objection includes the objection to the authenticity of the nominated materials (including innovation, advanced nature, application, ownership of intellectual property), and the contributions of candidates and candidates.

Opinions on the evaluation level are not subject to the scope of objection.

Article 62 The Municipal Science and Technology Award Office shall examine and accept the objection materials and accept those meeting the scope and acceptance conditions of the objections. The Municipal Science and Technology Award Office shall inform the nominees of the objection. The nominees shall verify and verify the objection content and explain the situation within 10 working days. After the review, the Municipal Science and Technology Award Office shall form preliminary treatment opinions. If necessary, the Municipal Science and Technology Award Office can organize relevant experts to conduct investigation.

Article 63 in the process of handling objections, any party involved in the objection shall cooperate actively and shall not shirk and delay. If the candidate or candidate fails to provide relevant supporting materials within the specified time, it shall be deemed to acknowledge the objection; If the unit or individual who raises the objection fails to provide relevant supporting materials within the specified time, it shall be deemed to give up the objection.

Article 64 If the objection is handled within 30 days from the date of the deadline for acceptance of the objection, it may be submitted to the current year for review; If the handling is completed within one year from the date of the deadline for acceptance of objections, it may be submitted to the next year for review; If the handling is completed one year after the deadline for accepting the objection, it may be re nominated.

Article 65 the Municipal Science and Technology Award Office shall report the verification of objections and the handling opinions to the Municipal Science and Technology Award Committee, submit it to the Municipal Science and Technology Award Committee for deliberation, and inform the dissenting party and the nominees of the decision on handling.

Chapter 7 Award

Article 66 the number of awards for outstanding scientific and technological contributions shall not exceed two at a time.

The number of awarders for individual achievements of Natural Science Awards shall not exceed 5, and the number of awarding units shall not exceed 3.

The number of awarders for single achievement of technological invention award shall not exceed 6, and the number of awarding units shall not exceed 3.

The number of awarders for the first prize of science and technology progress award shall not exceed 15, and the number of awarding units shall not exceed 10; No more than 10 people and no more than 7 awarding units will be awarded the second prize;  The number of awarders for single achievement of the third prize shall not exceed 7, and the number of awarding units shall not exceed 5.

Each enterprise technological innovation award is awarded to only one enterprise, with no more than 15 members of the core innovation team.

The number of awards for international cooperation in science and technology shall not exceed two each time.

Article 67 the municipal government shall hold a science and technology award meeting to commend the winners and organizations.

Article 68 the prize of 1 million yuan for outstanding contribution in science and technology shall be paid by the winners themselves.

The prizes of Natural Science Award, technological invention award and scientific and technological progress award are: 300000 yuan for the special prize, 200000 yuan for the first prize, 100000 yuan for the second prize and 50000 yuan for the third prize. The bonus shall be distributed reasonably according to the actual contribution. The bonus of main personnel shall not be less than 60% of the total bonus.

The prize money of Municipal Science and technology awards shall be given to individuals in full, and units at all levels shall not intercept it, embezzle it, occupy it or misappropriate it under any pretext. The prize money shall not be included in the total performance salary of the unit, and the bonus tax and individual income tax shall not be levied according to relevant regulations.

Article 69 as the first completion unit, the projects or teams that have won the national science and Technology Award in our city will be given a 1:1 reward according to the national bonus standard, and priority support will be given to those who apply for the key scientific research projects in our city under the same conditions.

Article 70 the special funds for science and technology awards, including the prizes for science and technology awards and the funds for evaluation, shall be included in the annual departmental budget of the municipal administrative department of science and technology.

Article 71 the special funds for science and technology awards shall be used exclusively and shall be managed in accordance with relevant regulations.

Chapter 8 supplementary provisions

Article 72 the Municipal Bureau of science and technology shall be responsible for the interpretation of these rules.

Article 73 these Rules shall come into force on December 4, 2020《 The detailed rules for the implementation of the measures for science and technology awards of Chongqing Municipality (ytwf [2016] No. 163) shall be abolished as of the date of printing and distributing these detailed rules.
